I only notice this phenomenon when the Kinect is selected to be used as a microphone for chat. Can you double check your settings and be sure its unchecked "Use Kinect microphone for chat" screen shots here: support.xbox.com/.../turn-on-off

I'm not an idiot lol. I turned off my kinect voice chat the day I purchased the xbox. I've even fully shut off the Kinect and it still occurs. It cuts the master volume output so even using a headset via optical cable will still have volume drops.

I have tested 3 xbox ones and this only happens when the Xbox is using Kinect for microphone on them. Lets try a complete reboot of the system to see if this bug goes away for you.
With the console on, press and hold the power button on the console for 5-8 seconds until it shuts off. Unplug the power supply, wait about 30 seconds and then plug it in and reboot. You should see the green splash screen upon reboot. It may take a minute to boot all the way to the home screen. If you did not see the green Xbox splash screen, please redo it.
Let us know if that helped. I am at a loss, maybe also toggle the kinect microphone check box back and forth and boot. Also try it with the kinect unplugged and see if you get the same results. Definitely sounds like a software bug.
