I've been having troubles getting an update for .Net Framework 1.1 and was doing as an article suggested (uninstall all versions and then reinstall), which brought on new issues, etc... But after doing some searching to find out what this program is,
I'm wondering if I actually need it for Vista to function properly. If anybody can tell me if I must have this program installed or not, I would appreciate the input!!

.Net Framework is used in programming certain applications. If a program you have installed was built using a particular version of .Net Framework, such as 1.1, and you uninstall .Net Framework 1.1, that program will stop working. Printer software is commonly
built using .Net Framework for example.

So no, you don't need .Net Framework for Vista to function properly but you may need it for some of your programs to work. Since I don't know what problems you were having, I can't suggest any solutions for that.
