Windows update error "WindowsUpdate 80070005"

I have followed the following suggestions, and nothing has worked. I have done the following with the last thing I have tried being point 4.
Is there a combination of any of the below which must be followed because Windows download has not worked since December?
I am thinking about deleting Explorer and reinstalling it?  What do you think?

Surely Microsoft would want us to quickly fix this error, as it does not show them in a good light.  I mean you download an update and Vista comes down with another error.

We are told because Vista (and it seems any microsoft product) is not checked properly before release and then we the users have to put up with all the wasted time in trying to correct errors.

Individually I have:

1.  I have checked that I am the Administrator.

2.  I have tried turning off all my firewall and all Virus Protection elements and then tried Windows update to no avail.

4. See suggestion at http://social.answers.microsoft.com/Forums/en-US/vistawu/thread/a9a2c92d-793b-4050-bdb1-720bb97bd78d

3. I have even tried (then when it did not work I put it  all back the way it was):

I IMed HP Tech Support. . . Here is the solution, it's relatively
simple and more importantly, it works!

1. Disable Windows Update
a. Click on start
b. Click on all programs
c. Click on accessories
d. Click on Run
e. Type services.msc and press ok
f. Right click on "Windows Update"
g. Click on stop (Windows Update is now disabled)
2. Rename Software

Hi,

This is a very tough one to solve. What are the KB articles if any shown as not installing?

How do I reset Windows Update components?

Description of the System Update Readiness Tool for Windows Vista, for Windows Server 2008, for
Windows Server 2008 R2 Release Candidate, and for Windows 7 Release Candidat

Those are sort of prerequisites and probably will not solve the issue.

Antivirus/antispyware/security products are a known cause so you might want to disable them as
as test (and that sometimes does not really totally remove their influence).

How do I restore security settings to the default settings?

Its usually a premissions issue :
