Can't download files from www.microsoft.com/download page

I am running Microsoft Vista Business.  I can't update my computer via Windows update. It gives me the error Windows Update 80244019. 

Also, whenever I try to download a file from the Microsoft download page, it kicks me to MSN.com. When I tried to download: http://download.microsoft.com/download/4/A/A/4AA524C6-239D-47FF-860B-5B397199CBF8/windows-kb890830-v2.5.exe It gave me the following message:

Though the site seems valid, the browser was unable to establish a connection.

    * Could the site be temporarily unavailable? Try again later.
    * Are you unable to browse other sites?  Check the computer's network connection.
    * Is your computer or network protected by a firewall or proxy? Incorrect settings can interfere with Web browsing.

I have tried to attempt to access this web page using Internet Explorer 8 beta 2, Firefox 3, and Opera 9.62 with all the same results.  I have had no problems with other websites, than this one and the Norton website.

I can access these pages with my laptop that shares the same network, so I was able to access and download the malware software and get it to my desktop with the problems, and it found a virus/trojan horse.

Any help would be greatly appreciated.  I have been trying to figure this out for 3 days searching the internet.
