0xc0150004 error

I just bought a new DELL PC, with VISTA Home Premium SP1 installed, then I installed QQ and ACDSee, but both software won't work, just returns an:
Application Error. The application falied to initialize properley (0xc0150004). Click OK to terminate the application.
I tried Dell Factory Recovery, but the problems still exsists.

Follow this process :
