How many updates are you tring to install?
If your computer is having problems finding and installing operating system updates, try using the Windows Update troubleshooter to fix the problem. It makes sure that your computer is connected to the Internet, and checks to see whether your network adapter and Windows Update services are running correctly.
Open the Windows Update troubleshooter:

Why are you complaining I have 247 Updates to apply and it never get past 167 before freezing with the effort to complete......
Is there any way of addressing this major mtce problem

Sadly there is not media creation tool to make a new Windows 7 ISO with more updates integrated.

That's not entirely true. The process of pushing updates to an image is called slipstreaming.
