Can I assume that this the link you are downloading from

If not, try downloading from there.

Hi,
To help with installation and uninstalling issues in Windows, I would suggest you running the fixit at the following link and see if that helps:
Fix problems with programs that can't be installed or uninstalled

You may follow these suggestions:
Method 1:
You may restart computer in clean boot and check if any third application is causing issue. Follow “step 1” in the link to enable to clean boot:

Follow step 7 from the article to “Reset the computer to start as usual”, after performing the clean boot troubleshooting.
Method 2:
You may create new user account and check if the issue occurs. Follow the steps in the link:
“Create a user account”

Also follow the steps suggested by john rubdy in the link and check if the issue occurs:
