I need the Taskbar Always on Top on Windows 7

Hi,
· Do you want the taskbar to appear on top of your desktop window?
· Does the taskbar auto hides when you try to open any applications on windows?
Step 1:
I would suggest you to follow the steps from the section “To turn off auto-hide” from the article and check if it helps.

Step 2:
If you want the taskbar to appear on top of your desktop, just right click on taskbar and uncheck “Lock the Taskbar” and click on the taskbar and drag it to top.

Not an answer, but maybe some further insight...
I also prefer to have the task bar always on top, even in full-screen mode. I have the auto-hide box unchecked, and that works as expected - most of the time. When this is not working, the common denominator seems to be full-screen mode for applications run in XP mode (even MS programs).
Further distinctions... If I open Windows Virtual PC, then run a full-screen app from there, it shows me the XP task bar (which has the old familiar 'always on top' option), but I cannot see the Windows 7 task bar despite having auto-hide unchecked. However, if I open the XP full-screen app from Windows 7, and allow Windows 7 to start Virtual PC, I get no task bar at all - not the XP one or the Windows 7 one, despite my settings in both OS.
Does this provide anyone insight on the current issue? I'm not familiar enough with this area to offer further help, but I am observant ;) Also, would appreciate any help in getting the Windows 7 taskbar to be visible while running any app in full-screen mode regardless of the virtual OS.
