I need the Taskbar Always on Top on Windows 7

Not an answer, but maybe some further insight...

I also prefer to have the task bar always on top, even in full-screen mode. I have the auto-hide box unchecked, and that works as expected - most of the time. When this is not working, the common denominator seems to be full-screen mode for applications run in XP mode (even MS programs).

Further distinctions... If I open Windows Virtual PC, then run a full-screen app from there, it shows me the XP task bar (which has the old familiar 'always on top' option), but I cannot see the Windows 7 task bar despite having auto-hide unchecked. However, if I open the XP full-screen app from Windows 7, and allow Windows 7 to start Virtual PC, I get no task bar at all - not the XP one or the Windows 7 one, despite my settings in both OS.

Does this provide anyone insight on the current issue? I'm not familiar enough with this area to offer further help, but I am observant ;) Also, would appreciate any help in getting the Windows 7 taskbar to be visible while running any app in full-screen mode regardless of the virtual OS.

Yeah I never noticed a problem with my taskbar on auto hide until recently, now some apps cover it up and some don't, now I don't know if this other "glitch" is new or I just never noticed it before, but if I put my mouse by the notification icons, trying to unhide the taskbar, I actually have to click to bring it up, but if I hover mouse over the middle of the tastbar, it pops up just fine. I believe the solution the OP was looking for is located here: http://www.sevenforums.com/tutorials/54842-taskbar-always-top-disable-enable.html However he says it will disabled your "ShowDesktop" icon and there are a few other minor drawbacks that may or may not make this "Solution" worth while. Stupid Microsoft, always removing options we've had forever and calling it "Ease of use" or a "Functionality upgrade" or some other such nonsense. Not being able to see the size of folders in an explorer column is my other biggest pet peeve with MS, and even when someone figured out a fix for it, microsoft immediately disabled it with a hotfix. It really is totally ridiculous and I can only imagine the software designers are a bunch of small minded, "I can't be bothered by the lowly USERS",  I'm insanely surprised we can even use custom themes, but I'm sure they will disable that feature soon enough as well. Note to Microsoft: It's easy to just throw your hands up and say "Instead of fixing it, we will just remove the option to allow it in the first place." It's also easy to remove a feature and claim it makes things easier. What actually takes talent is FIXING problems instead of just removing the whole thing. Always wait for microsoft to release ONE operating system, do not buy it, wait for them to release the NEXT one, which will be just a $120 patch for the 1st one, kind of like how Windows 7 is nothing more but a fixed up, patched version of Vista. What a disgrace you have become and always have been Microsoft. The Linux way of doing things is MUCH better, YOU NEED TO START LISTENING TO YOUR POWER USERS, AND NOT JUST MORONS WHO ARE TOO LAZY TO LEARN HOW TO USE THEIR COMPUTERS!

I have the same problem with google chrome in Win7 x64, it sometimes decides it wont show the taskbar when in full screen mode and makes the taskbar pop up behind chrome if it is smaller than full screen and overlapping the taskbar. other times, once I have minimised chrome and clicked on the taskbar the taskbar then behaves normally and pops up over chrome.

Yep, I'm with you but this phenomenon is a recent development for me though.
