Updated (8/5/15) -

A fix for this issue has been released as part of KB3081424, Cumulative Update for Windows 10: August 5, 2015. If you experienced this issue, or if you switched back to your original display language due to this issue, please check to make sure you’ve installed the latest Windows Updates and try again.

 

If you are still having trouble enabling Cortana after taking this update, please see this post about how to enable Cortana in supported locales.
