Windows cannot find 'wuapp.exe' issue in Windows 10 Pro

I just installed Windows 10 Pro (Fresh install, not an upgrade), and I get the 2 following annoying behaviors:

1. When selecting the Internet Explorer menu: Tools->Windows Update, I get the following error dialog:

2. Searching for "Windows Update" does not return the appropriate Windows Update module, just Web links:

Is there a way to fix these annoying behaviors?

Note: The question is not about how to access the Windows Update module, this can be easily done through the Settings screen.

Windows Update (wuapp.exe) has been removed from the "Control Panel" and is now in the Win10 "Setting" menu. This is probably why the link to Windows Update in IE11 "Safety" tool bar item is broken or wuapp.exe has been replaced all together.
