problem with switching keyboard layout with hot keys

I have problems switching keyboard layout with hot keys in windows 10. I have 4 languages. Assigned hotkeys ctrl+1, ctrl+2, ctrl+3 and ctrl+4. but when the browser and the Word are open, switching does not work, pages and windows switch instead. In Vista everything worked perfectly and was very used to this kind of switching. How can I resolve this problem?

You've mentioned that switching the languages when a browser or Word application is open doesn't work. There are shortcuts that may not work if the program or browser has its own functions being used. Regarding this concern, we'd like to know if you were able to try using the Windows key and the Spacebar in switching the languages instead. If you haven't tried it yet, you may refer to this link.

Once you're on the page, go to the Switch between keyboard layouts or input methods section. The link will also provide you steps on how to add a new language on your computer.

Note: The steps listed on the link only shows for Windows 7 and Windows 8.1 but it also applies to Windows 10.

Thank you for answer.
I can switch the keyboard layout through shift + alt windows + Spacebar, but I have to click 4 times, and it's hard not to get confused. I need a quick one-hand swap. Now I started to use the hot keys combinations shift+alt+1 etc, but they need two hands. And in windows Visra this was working good cntr+1, +2 ,+3, +4, I was using the same programs.

The options for using Ctrl key plus the number designated depends on the languages that you have on your computer. We'd like to know which languages are added on your computer so we can check if the Ctrl option is available.

I have English, Ukrainian, Russian and Arabic.
The matter is that switching hotkeys works temporarily, I configured shift + alt + number and it was working for 2 days, but stopped from now on too. The same happens with combination ctrl+number

All of the languages you've mentioned showed the Ctrl + number only option. Since the settings for using a hotkey combination are not being retained, there's a possibility of a system conflict that may have caused this.

To help you on this, we suggest that you perform a clean boot.
A clean boot is performed to start Windows by using a minimal set of drivers and startup programs. This will help to eliminate software conflicts that occur when you install a program.  To perform a clean boot, please follow the steps provided on this link.
 
Note: Please go through the section: How to reset the computer to start normally after clean boot troubleshooting to boot the computer in normal startup after fixing the issue.
