Outlook 2016: POP OUT, Reply/Forward, Accept/Decline Disapear on Touch Spacing

I wonder if anyone else is having this problem.

I've upgraded to Office 2016 running on Surface Pro 3... Windows 10.

When i use Outlook, i "optimise my spacing between commands" to TOUCH - which adds a little more space to the buttons along the ribbon. However in Outlook 2016 - it also now makes the Reply/Forward/Pop Out for an email and Accept/Decline for an invite disappear.

I would like to be able to use the larger spacing TOUCH option, but still have those convenient options in the reading pane so i can action emails without having to double click on them to make them their own new window.

Apologies if I've done a rubbish job at explaining the situation. Can anyone assist or did Microsoft change something?

Now that I realize that they only showed up in compose mode in 2013, I checked 2016 again and noticed that there are discard and pop out buttons on the right hand bar. See image below. So they just moved. Do you see them in compose mode?
