Fixed for accuracy. A guy I know on XBL has held prestige lobbies for two years. He gets messages every other week saying he's been reported.
Guess which guy is still playing COD right now?
I'm not saying it's not worth it to file complaints, I just don't expect the enforcement team to do much about it. It's a sad reality that the vast majority of scammers, hackers, and other degenerates don't get banned.

I think you should get your FACTS straight before you make anymore baseless claims. The FILE A COMPLAINT system DOES work. Is it perfect? No. Then again there is no perfect service out there.
If there was no one would have anything whatsoever to complain about, ever.
The biggest problem with the system is that people like you assume it doesn't work and don't FILE COMPLAINTS when you encounter these people, mostly because you don't think it is your responsibility
to do so, and they never get caught. Policy enforcement on XBL is not instant. Just like with real life crimes it takes time to investigate, gather evidence and take action. When you review the following links pay special attention to the VULCAN system.
