When i say "Xbox record that" and even when I try double tapping the home button and pressing x my Xbox doesn't record a clip it says Xbox record that at the top but the notification at the bottom never comes up and nothing shows up in upload.

I would try a hard reset by holding the Xbox logo on the front of the console for about 10 seconds until it powers off. Wait a few seconds and turn it on and try again.

I wish it was that simple but it hasn't been working for mouths now and I don't have instant on mode on anyway. I was actually playing with it a bit today and I got 2 clips recorded after going and pressing the record button and the screenshot button a bunch of times. Screenshots don't work either

The only way that I have found that someone else was able to fix this was with a factory reset of the console. It may be caused by corruption of an update. They used the Offline System Update Diagnostic tool to accomplish this (support.xbox.com/.../offline-system-update-diagnostic-tool)
