is it best to exit the game and go to the main menu before you turn it off or is it ok to turn off the xbox while the game is on. i have a Xbox 360 slim. thanks.

It is always best to return to the main menu first to ensure all things are saved correctly. Not returning to the main menu of Gears of War 2, for example, before exiting can cause your game progress and online rank to be reset.
