Please elaborate. I can't. This is not clearly described anywhere (or not clearly enough for me, anyway). :) What are the steps to do this?

Yes, they can. Login on the console then do Settings | Account | Manage Payment Options | Add Payment Option

Thanks for the help, Vibroplex and Smwutches, but these did not work. I had been through them without success before and assumed there was some step I was missing. I have been able to add payment methods for my own account, but I am unable to add a payment method to my child's account. I don't see an option to do this from my parental account, and when I try to do it from my child's account it simply fails after entering all the data with an error about enabling payments on child accounts. :(

Check through the online and privacy settings you have for the child account and make sure there's nothing blocked related to making purchases. If you're on the family plan, I believe only the primary member can have that option, so that could be blocking it.

I'll check the child's account again, but seems I've been there before too. Note I don't have an XBox, I'm doing this on a PC. Thanks for your help.
