Why did you need to recover your account? Were you at a friend/family members house and recover it to there to play? What you need to do is contact support and have them start an UNAUTHORIZED ACCESS INVESTIGATION at which time they will LOCK the account until it is complete, usually within 7-30 business days.

However you should know that should the investigation find that you were not in control of your account at the time of the GS MODIFICATION the CHEATER watermark will be removed but the reset will stand as issued since unauthorized methods were used to obtain it. That means you can never earn any achievement on any game played prior to the reset. And in your case, that is alot of games. If the investigation finds that you were in control of your account at the time of the GS MODIFICATION then the CHEATER watermark will stay as well as the reset.

Your only recourse would be to create a new account and start over, this time following the XBL Terms of Service and Code of Conduct and practicing support.xbox.com/.../account-security.aspx. Nothing is transferable from one account to another either, but so long as you don't change consoles other accounts can share DLC (unless the account is permanently banned from XBL).
