DLC xfer without XBL connection?

I'm deployed right now and the Army won't allow us to connect to gaming networks like XBL.  So I got my wife to send me the Fallout New Vegas DLCs I have on a backup thumb drive (that and my profile and a few other things).  I moved them onto my HD and the game still will not load them: it says they've been corrupted.  When I try and look at them from the start menu an error message pops up that simply reads "00000034."

 

I've heard about transferring licenses but as I said have no XBL ability here.  Is there something I can do to enable these DLCs without an XBL connection?  I can't believe Microsoft would leave those of us without an XBL connection hanging.

Nope need a xbox live connection thats the way drm works a download must be associated with a console or be connected to live

To be used offline, the content must be installed first to the console you wish to use offline. It cannot be installed on one console and moved to another.

 

Supposedly MS has been working with the Army on things like this. There should be a base you can hook up your 360 at so you can buy and download the content. I say buy because if you don't buy the DLC and download it to your deployed console first you won't be able to use it offline. If your wife already purchased it under your account you'll need to do a license transfer to get it working offline on your deployed console.

 

Honestly, it's too much trouble for a single new DLC. You're better off waiting for the inevitable Game of the Year edition that includes all the DLC on disc. If it's like Fallout 3, disc-based DLC will install to any console and not require a Live connection for use, the downside being the DLC must be installed from disc. It won't become a downloadable option under your account the way a disc-based Steam game does.
