As per the description, you are experiencing issue with when you try to send an email, you receive a dialog box stating that: “Windows Live Mail has stopped working, a problem
caused the program to stop working correctly. Windows will close the program and notify you if a solution is available’ on the system.

I would suggest you to try the following methods and check if that helps.
Method 1:
I would suggest you to try running SFC scan and check if that helps.

Method 2:
If you still face an issue, I would suggest you to repair Windows Essentials and check if that helps. To do so, please refer to the steps
given below.
1. Type Programs and Feature, in the search box.
2. Search for Windows Live Mail and click
Uninstall a program.
3. Right-click on
Windows Live Essentials and select
Uninstall/Change.
4. Click
Repair all Windows Live programs.
