Windows Vista won't download anything

Right my computer will not download anything first it start of with the open or run pop-up then when it finishes downloading nothing no file anywhere no error message I have tried with both open or save but neither work.
What is wong with this computer?
Oh and i have very little computer experiance with errors, i have been one of the luck ones.
