Windows 8, stuck on start up screen

A few months ago I bought a new computer with Windows 8 installed.  It now is in a state where it will turn on and freeze on the tile screen, I can't click any buttons or even open the search.  It used to freeze up while I was using it and restarting it would fix the problem, now that will no longer work.
What can I do to fix this?

Method 1: Perform a system restore using the Windows 8 DVD.

Note: You might be prompted to insert discs or recovery media that came with your PC. Check the info that came with your PC to see if your PC manufacturer provided these discs or media. In some cases, you might have created them when you first set up your PC.

Note: While performing chkdsk on the hard drive if any bad sectors are found on the hard drive when chkdsk tries to repair that sector if any data available on that might be lost.
