Windows 10 version 1607 for x64 -based system (KB4015217) STUCK

I have tried over and over to download and install this update on my HP laptop and it will not install. It keeps getting stuck at 95%, I also tried to install it manually but it too get stuck. I shut off my laptop and restated it and had an error code 0X80075217  

Does anyone know how I can do this update????

I also have a HP desktop, both pc's are set up exactly the same way, the update installed just fine on the desktop

1. Did the HP Notebook computer (laptop) come with Win10 preinstalled, did you do a clean install of Win10, or did you upgrade from Win7 computer or Win8.1 [<=PICK ONE!] to Win10?

2. Has a Norton application or a McAfee application EVER been installed on the computer since you bought it?

3. Have you ever run the Norton Removal Tool and/or the McAfee Consumer Products Removal Tool?

4. What Version & OS Build of Windows 10 is currently installed?

  • Press & hold the Windows Key and press the R key. In the RUN dialog, type WINVER and press the Enter key.

No not the same pc, the other one was a desktop. No Windows 7 was on the laptop before the Windows 10 upgrade, and yes Norton had been on this laptop. It's Windows 10 version 1607 for x64-based system ... this is the FIRST time I have ever had a problem with a Windows update. 

After I 

  • Press & hold the Windows Key and press the R key. In the RUN dialog, type WINVER and press the Enter key.

What happens?

I did run the norton removal system & mcAfee removal...The OS Build 14393.969

The update went straight to 95% and stopped

I'm waiting :(

1. When (approx. dates) did you run the "norton removal system & mcAfee removal...?"

2. When (exact date) was KB4015438 installed according to Installed Updates (not Update History)? [1]

3a. Assuming a third-party anti-virus application/security suite is NOT installed => What Definitions versions are currently listed in Defender's Update tab?

3b. What Definitions last updated date?

3c. What happens when you click on the UPDATE button on that tab?

4. What third-party anti-malware applications (i.e., not Windows Defender!) are installed, if any?  What third-party firewall, if any?

5. Is Adobe Flash Player version 25.0.0.148 (or higher) installed now? TEST HERE USING INTERNET EXPLORER OR EDGE ONLY! => http://www.adobe.com/software/flash/about/ 

6. Is Firefox version 52.0.2 (or higher) and/or Google Chrome version 57.0.2987.133 (or higher) or any other alternate browser installed?

7. I ran the norton removal 2 hours ago, my defender is up to date .. I just updated it right now. But it also updated this morning and again around 6 this evening. 

In this update there was adobe flash player, defender, windows malicious tool remover, a windows 10 update and the cumulative update.....all the other updates are gone the only one left is the cumulative update.  

I have Windows Defender & Malwarebytes 3.0 on my laptop and my desktop, and Windows firewall is my only firewall....so they aren't the problem.

I have the newest Google Chrome as a browser, but the Edge is still on here too. Everything on my laptop is running the same on my desktop. 

I only use the tools built into Windows to clean my PC's 

The KB4015438 updated on 3/22/17 

I have never had this problem with any Windows update, that's why I'm very frustrated.

4. When & why was MalwareBytes' Anti-Malware (MBAM) 3.0 installed on the computer-in-question? Have you purchased MBAM or...? Has MBAM ever detected & quarantined anything since it's been installed?

5a. Open Edge (not Chrome!) to this page => http://www.adobe.com/software/flash/about/

5b. What Flash Player version is displayed in the VERSION INFORMATION box on that page?

6. Is Google Chrome version 57.0.2987.133 (or higher) installed? [Yes, I wanna know the version, not just "the newest."]

7. Have you run the Windows Update troubleshooter since you ran the Norton Removal Tool?

COMMENT: Over the years we've learned that sometimes it's too late for the Norton (and/or McAfee) removal tool to "come to the rescue." This may be another one of those times. Ideally, you would have run the Norton Removal Tool when you were still running Win7 and well before you upgraded to Win10.

1) Defender version 1.239.1401.0  Defender updates as soon as I can STOP the cumulative update.  I ran it

last night 

2) Malwarebytes is on both my PC's because it catches stuff Defender doesn't

3) Yes I bought it

4)Yes malwarebytes has quarantined pup 

5)Adobe Flash Player version 25.0.0.148 & the security update for this installed on the 12th

6)Google Chrome version 57.02987.133

7) I have ran the update troubleshooter many times with no problem

8) Ran troubleshooter again this morning 

9) I HATE this update and am so over it. I have never had trouble with this laptop since this update

OPTION B: Start fresh with a clean installation of Win10 [1703]

OPTION C: Take the computer to a local, reputable and independent (i.e., not a Big Box store or Geek Squad) repair shop and let them deal with it. Expect to pay $250.00 USD, minimum.
