Can't install Windows 10 May 2019 Update - Processor is less than 1Ghz issue

Hi! 

Suddenly my PC can't pass system check before installing new Windows updates.

I've downloaded Update Assistent from here: https://www.microsoft.com/ru-ru/software-download/windows10

And I'm getting a report that "Windows 10 can't run on my computer", because RAM is OK, Free space is OK, but CPU is NOT OK. For some reason it's somehow "less than 1Ghz". But I have Intel Core i7-4790k 4.00 Ghz.

I've already checked any updates, but everything is up to date. It's the first time I get such an error, 'cas I've installed Windows updates before and also participated in Technical Preview.

Have you gone to Device Manager and checked there?

Hi AytoMaximo

Open the old Control Panel (click your Start Button, then just type control and hit Enter)

Go to Power Options

What Power Plan is your system set to, is that Balanced or Performance?

If that is Balanced, change that temporarily to Performance

Then try running the 1903 update and see if it sees the true clock speed of your processor . . .

I'm Stefano an Independent Advisor, here to help you.
I suggest you to uninstall and reinstall CPU driver:

1. Press WINDOWS + X
2. Click on "Device Manager"
3. Click on "CPU"
4. Right click on your CPU
5. Click on "Uninstall device"
6. Click on "Detects Hardware change" (monitor icon)
7. Reboot your system
8. Try again to update.

It's preformance. I have PC, not notebook, so I try not to set any limits :)

Hi Ayto

Because 1903 was only released yesterday, this has not been reported as a bug in that update as yet, so no fix has been put out by Microsoft . . .

Try upgrading to 1903 as follows:

Click the link below, then click 'Update Now' on that page to immediately get 1903 and bring your PC right up to date

If the above still does not work for you, With these major upgrades, the most successful method is to upgrade from the Windows 10 ISO - you download the ISO and then perform an Offline Upgrade

to download the Media Creation Tool (Click on Download Tool Now), with that you can download the latest Windows 10 ISO (Select Create Installation Media for Another PC), then choose ISO

When the ISO file completes downloading

Disconnect from the Internet

Temporarily disable any 3rd party Anti-virus you may have installed

Then, double click the ISO and then run Setup.exe to begin the upgrade . . .

If you made some change in your BIOS (overclock for example), please restore default values. Then try to update.
Other than that, can I ask you what is reported under CPU information in Task Manager?

Hmmm... it's 0.8Ghz for some reason here... 
I've heard that Intel(R) Dynamic Platform and Thermal Framework can cause such a problem, but I don't have this software.

Finally I know where all the bodies are buried. I've disabled Turbo Mode and SpeedStep in my BIOS settings and the updater is ok with everything now. Thanks to all!
