No display in external screen on safe boot

If you cannot see anything, press Windows + P keys simultaneously, twice, this should duplicate and then you can select only the external Monitor.

Maybe the HP function keys are overriding this function
Turn everything off (Press & hold Power button for 5 - 8 seconds)
Start laptop again, wait for windows 10 boot (Hard drive light should settle down)
I think on your laptop the Function key is F4
Press Fn + F4 and wait maybe 8 - 10 seconds for signal to appear on monitor
Repeat if that does not work first time . . .
If none of this works you are going to have to come out of Safe Boot as the drivers are not loaded for your graphics card

OK, I am assuming you can't get out of Safe Boot because you cannot see the screen and use your mouse to take Windows out of Safe Boot . . . here is a sequence of keystrokes that will perform this task!
Turn off Laptop, probably by using the power button if you cannot see the screen.
Start Laptop again and wait for it to boot fully, give it a couple of minutes and wait for hard drive light to settle down.
Press Windows + R keys simultaneously to open Run Dialog
Type msconfig
Hit Enter key and give it a couple of seconds for dialog to appear
Then hit Tab Key, then Up Arrow, then Up arrow then Up Arrow
Then Tab 3 times, then Enter, then Enter again
Reboot - your laptop should now boot into normal mode
