Microsoft Outlook Sending error 0x80042109

Hopefully there's enough space for my question.  I'm running Windows XP Home Edition with SP3 installed.  Microsoft Office XP SP3.  Microsoft Outlook 2002 SP3.  I have 4 different email accounts feeding into the Outlook client.  All of a sudden I started receiving a sending error 0x80042109.  Messages stay stuck in the outbox.  I've run through every step from the tech support documents from support.microsoft.com including running in 'safe' mode and recreating the profile.  I can send in safe mode, and I can send a test through account set up when running outlook normally.  I've run an update on the client from the original CD to no avail.  I started from scratch with a new mail file and still no worky.  Works with Outlook Express, WebMail, etc.  Anyone hear of this behavior, and if so what to do?

What type of accounts are configured in Outlook? (POP/IMAP/Exchange/MAPI)

Do you get this error for one particular account or multiple accounts?

They are all POP accounts.  Three to my primary domain and one to another.  POP & SMTP.1and1.com, POP only,  POP.secureserver.net.  (I use my primary domain for SMTP.)  The irony is that it works in safe mode and when I touch it in account settings and click to test.  Receives fine from all domains.

By the way, there are two profiles on the computer and the presence of Outlook works fine on the other profile.

Did you try the Windows safe mode or Outlook safe mode?
 
If its Windows safe mode, try enabling the services one by one from the Services menu and see if you can isolate the application that is causing the issue. Refer the link for more details.
 
If its Outlook safe mode, try disabling the add-ins for Outlook and see if it helps.
1.       Click the Tools menu, and then click Options.
2.       Click the Other tab, and then click Advanced Options.
3.       Click Add-In Manager.
4.       In the Add-In Manager dialog box, click to clear the check boxes for any COM add-ins that you want to disable, and then click OK three times.
5.       Restart Outlook in normal mode and check the status.

I ran Outlook in safe mode, and as I said it was profile specific.  In other words, it works fine on one profile, but not on the other.  The recommended procedure in Outlook safe mode did not make any difference when I restarted in normal mode.  No Add-ins were selected.

Once again, this did not work.  I have as many as four email accounts coming into one instance of Outlook on the other profile and it works flawlessly.  Nothing works on this profile except in Outlook safe mode.  And after a period of time, it even stops working in safe mode.  I have to shut down Outlook and restart it in safe mode again in order for it to start working.  I created an entirely new profile with a fresh instance of Outlook.  Added one account and it does the same thing.  Obviously this is an anomily that so far no one has been able to come up with an answer/fix.  At this point I've done everything but completely uninstall and reinstall Outlook on the computer.  I hesitate to do that as it could screw up the other profile.  I've spent 20 years in technology with no less than five years specifically on Outlook with all types of mail protocols being accessed from it including Exchange server.  I've never seen this behavior and find it very unsettling.  I trust there's a guru out there that can figure this out, however so far - not so good.

Thank you, but this did not work.  This is profile specific as I have been saying.  I am not away at a hotel or trying to access my email any differently that I did before.  This anomally just started happening and I believe it is profile and application specific.  I've tried numerous smtp ports that I know are open where I have access and account information to properly authenticate with.  It is only working in Outlook safe mode, while the other profile works perfectly.  This is driving me crazy as I've tried everything here as well as many things on my own.  My last resort is to remove and reinstall outlook, which will require patching and updating all the service packs again.  It just doesn't make sense that it works flawlessly on one profile, but not the other.
