dlc leveling

I read on a wikia that the lvl of the dlc quests are based one how far you are in the main story. Ive beat the main story on the first play through and am wondering does this mean that all the dlc quests will be 35-40 lvl like the last few mains story missions and i would have to start a new play through?

Yes when you start the Playthrough 2 all the DLCS will be Playthrough 2 when you finish the Main game Playthrough 2 then all the DLCS will have bosses at level 70. But if you go back to Playthough 1 they will be Playthough 1 levels.
