DLC content only works on one profile

My brother and I play a lot of Call of Duty: Black Ops, so we've taken turns buying the DLC map packs. (We use the same console) We had been using a USB flash drive for memory purposes, but then I bought a bigger one since we ran out of space. I moved everything over, but for some reason the First Strike map pack wasn't working. This went on for a while with me procrastinating on figuring out what's going on.

I tried deleting it and re-downloading it (it's on my brother's account) several times but it didn't work. Just now I figured out that it does show up if my brother's account is signed in, but not mine. This was not the case before; I played the First Strike content plenty of times on my account alone with no problem. What's going on?

It's the same console, we changed USB memory sticks. Does that have the same effect?

No if you sent the console in for repair chances are it was replaced

Also if you downloaded from a friends house then it would be associated with another console

Best way to check www.xbox.com/drm

Look at the associated console id and compare it to your console's id
