When booting up Windows 7, getting error ,"the program can't start because LayoutDll12Oem.dll is missing from your computer"

Every time I start up my brand new PC i get a pop up message titled,"RoxWatchTray12Oem.exe-system error"  the body of the window say,"the program can't start because LayoutDll12Oem.dll is missing from your computer. Try reinstalling the program to fix this problem".  It doesn't seem to affect anything on the PC,but it's annoying to see every time I start the PC. Any help? I have windows 7 64 bit.

The problem is that the Environment System Path was changed by a previous installation. In my case it was Quicken 2008.  It removed many paths from the system path.  It changed the path from


C:\Program Files\Common Files\Microsoft Shared\Windows Live;C:\Program Files (x86)\Common Files\Microsoft Shared\Windows Live;%SystemRoot%\system32;%SystemRoot%;%SystemRoot%\System32\Wbem;%SYSTEMROOT%\System32\WindowsPowerShell\v1.0\;C:\Program Files (x86)\Windows Live\Shared;C:\Program Files (x86)\Common Files\Roxio Shared\DLLShared\;C:\Program Files (x86)\Common Files\Roxio Shared\OEM\DLLShared\;C:\Program Files (x86)\Common Files\Roxio Shared\OEM\DLLShared\;C:\Program Files (x86)\Common Files\Roxio Shared\OEM\12.0\DLLShared\;C:\Program Files (x86)\Roxio\OEM\AudioCore\

 

to

 

 %SystemRoot%\system32;%SystemRoot%;%SystemRoot%\System32\Wbem

 

Notice that the Roxio stuff was removed.  Just replace the missing elements in your path and the problem will be resolved.

Method 1:

I would suggest you to place the computer in clean boot and check for the issue:

Note: Place the computer back to the normal startup after you have finished troubleshooting by following the step 7 from the above link.
