TCPSVCS.EXE consumes my entire upload bandwidth

TCPSVCS.EXE is a legitimate system process, it is possible for virus and spyware vendors to disguise their malware as the genuine one. As you have already tried giving exception in firewall, let’s try to run a virus scan to make sure the computer is free from virus. Let’s also check if there is any conflict between third party applications by performing a clean boot on the computer.
Method 1:
To run a virus scan using Microsoft Safety Scanner, follow these steps. The Microsoft Safety Scanner is a free downloadable security tool that provides on-demand scanning and helps remove virus, spyware, and other malicious software. It works with
your existing antivirus software.

Note:
1) The Microsoft Safety Scanner expires 10 days after being downloaded. To rerun a scan with the latest anti-malware definitions, download and run the Microsoft Safety Scanner again.
2) If you run the virus scan the program that is infected with virus will get deleted. So you have to reinstall the program. Also if the files and folders are affected with virus then they might even get deleted.
Method 2:
To set the computer in a clean boot state, follow these steps.
Setting the system in a clean boot state will help to identify if any third party applications or startup items are causing the issue.

TCPSVCS.EXE is a part of Microsoft Windows networking components. This essential system process is initiated when the computer uses special TCP/IP networking services such as DHCP, Simple TCP and print services. This program is important for the stable and secure running of your computer and should not be terminated.
However, sometimes spywares or worms take up this name and consumes the maximum amount of memory or bandwidth. Since, you have already scanned your computer to make it free of all infections and have performed clean boot but the problem still appears.
Let’s follow the steps below and check if that solves the problem.
Method 1:
Download and run Windows Offline Defender tool and check

Windows Defender Offline did not find a virus, and resetting my TCP/IP did nothing to solve this either.
Is it possible that my TCPSVCS.EXE file is just corrupted, and how do I get a fresh copy of it?

TCPSVCS.EXE is the Microsoft TCP/IP Services Application. It is responsible for providing a multitude of TCP/IP services; however, its most common use is to serve as a DHCP server. It is included with most installations of Windows.
The execution of this process is not essential to the operation of the system; however, as it is a system file, the existence of it may be essential to the proper operation of the system. If it is causing problems or you do not need the services it provides, we can try terminating it and/or disabling the service and re-enabling.
However, sometimes spywares or worms take up this name and make significant changes in the computer. Since, you have already scanned your computer to make it free of all infections and have performed clean boot but the problem still appears.
Let’s follow the steps below and check if that solves the problem.

In Control Panel, double click Network connections.
Right click any local area connection, and then click properties. -
Click Microsoft TCP/IP Version 6 in the list of installed components, and then click Uninstall.

In the Uninstall Microsoft TCP/IP Version 6 dialog box, Click Yes.

Click Close to save changes to your network connection.

Click yes to restart your computer and check.
