Microsoft Outlook doesn't work after Windows 10 update

My computer did a Windows 10 update last night and now Microsoft Outlook doesnot work properly.  When I try "Send/Receive", "Reply", "Forward", or New Mail Message"  I get a popup saying "The operation failed".   I am using Microsoft Outlook 2003 and Windows 10  Home, Version 1709, OS Build 16299.98

This works!!!

Outlook 2003
  1. Open Control Panel (Start>Settings>Control Panel)
  2. Select Add or Remove Programs.
  3. Select Microsoft Office/Outlook.
  4. Click the Change.
  5. Select the Reinstall or Repair button, click Next.
  6. Select Detect and Repair.
  7. Click Install and follow any prompts provided by the repair tool.
