I understand the inconvenience you are facing. Let me help you in resolving the issue.
I suggest you to disable the anti-virus installed on your computer and check.
Note: Antivirus software can help protect your computer against viruses and other security threats. In most cases, you shouldn't disable your antivirus software. If you have to temporarily disable it to install other software, you should re-enable it as soon as you're done. If you're connected to the Internet or a network while your antivirus software is disabled, your computer is vulnerable to attacks.
Windows doesn't come with antivirus software, but can often detect and monitor antivirus software that was installed by you or your computer manufacturer.
The status of your antivirus software is typically displayed in Action Center.

Open Action Center by typing Control Panel in the Search box from the desktop, select Control Panel, under System and Security, clicking Review your computer's status.

Click the arrow button next to Security to expand the section.
If Windows can detect your antivirus software, it's listed under Virus protection.

If the software is on, check the Help that came with the software for information on disabling it.
Windows doesn't detect all antivirus software, and some antivirus software doesn't report its status to Windows. If your antivirus software isn't displayed in Action Center and you're not sure how to find it, try any of the following:

Type the name of the software or the publisher in the search box on the Start menu.

Look for your antivirus program's icon in the notification area of the taskbar.
Step 2: Perform Clean boot to avoid any third party software conflict.
Disclaimer: Putting your system in Clean Boot state helps in identifying if any third party applications or startup items are causing the issue. You need to follow the steps from the article mentioned below to perform a Clean Boot.

Not sure that antivirus comments is helpful with this. My understanding is that for many folks, including me there are apps that do NOT scale well with 3K and 4K screens.
The following are the ones I have issues with:
Microsoft Powerpoint
Microsoft Skype (for business)
Adobe Photoshop (manifest file helps some)
Have no clue who to ask for help with this. Skype in particular is painful.

Please share these details.
1. What is the make and model of the PC?
2. Have you tried updating or reinstalling the graphics card driver?
You might face this issue if the screen resolution is not set correctly.
Kindly, follow these methods and check if it helps.
Method 1:
Step 1: First, you can change the screen resolution:
1 . Right-click the Desktop and select Screen resolution
2. Click on Make text and other items larger or smaller link.
Step 2:
Let us try changing the size of apps, text and other items on the screen.
Type Setting in search box> Change PC Setting > PC & Devices > Select Display > Under More Options > Change the size of applications, text and other items on screen. Choose the display
Sign-out and sign-in and check if it helps.
Method 2:
If that does not help, follow these steps to reinstall the graphics card driver.
1. Go to Search and type Device manger.
2. Enter “Device manger” without quotes in the search box.
3. Tap on Device manager.
4. Right-click on the device driver and click Uninstall.
5. Restart the computer and check if the issue persists.
