Cannot use Japanese IME after upgrading Windows 10 Version 1803

Hi There,

After upgrading Windows 10 Version 1803, I cannot use Japanese IME.

The 'A' Icon cannot be changed 


If I click on 'A', it should be changed to "あ" as above image (red box). However, it cannot be changed on my mcahine (blue box). 

Would you please let me know how to fix it?

For your information, my home laptop (red mark in the above) is working well but my office laptop and co-workers laptops have this problem (blue mark in the above).

We use enterprise version for work.

One of techs at our company pulled some files from a 1709 client and copied it to the 1803 client.

by simply copy imjptk.dic , IMJPZP.DIC, andSDDS0411.DIC to folder C:\Windows\IME\

After that the Japanese input started to work as expected.

First of all, I apologize for not sharing this solution for a long time since I'm busy working two jobs.

If the PC you're working on is on a domain environment, you need to bypass WSUS by running this on a elevated command prompt:

REG ADD “HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\WindowsUpdate\AU” /v UseWUServer /t REG_DWORD /d 0 /f

Restart Windows update service, go to Region and Language settings, pick the language > Options and download language pack, handwriting, speech, etc. and it should start working again.

After you're done, just delete the registry key.
