That depends on how much you are willing to share about your configuration and how much access you have to the related systems to troubleshoot.
Assuming we are taking about an Exchange account here with the error message regarding the OAB, start with: http://blogs.msdn.com/b/dgoldman/archive/2006/11/27/error-0x80190194-when-using-an-outlook-2007-client-to-download-a-web-distribution-enabled-oab.aspx
If the OAB is published correctly and you are the only one in your company facing this issue, then you could try resetting your oab-files.

First close outlook from task manger and Open below location
C:\Users\Username\AppData\Local\Microsoft
and rename outlook as outlook.old after this open outlook again.
