There has been a great deal of research done on this. As usual, Insiders have done some creative workarounds while trying to get past the error! Good news: the workaround is simple. Run this troubleshooter!
https://support.microsoft.com/en-us/kb/971058
This tool performs a number of actions which will get you back to a clean update state. You will need an active internet connection to download this tool and to re-download build 14986 as needed. Once the tool has completed, return to the Settings
panel and re-scan for updates. 14986 should download as expected.
**NOTE** In this thread and on a few websites, there have been recommendations to edit your registry and set two regkeys to zero. While this may have helped for this particular build,
it is important that you restore these regkeys back to their original value if you changed them. This will impact your ability to receive future updates. If you did not make any registry edits, no changes are
required and you may skip this note.
