Unable to Sync Devices, Downloaded Music Unable to Play

I am having major problems with XBOX Music, and it is completely and utterly not working with the cloud features or the XBOX Music Pass service.

Windows 8 & Surface RT

On my Dell XPS12 running Windows 8 as well as my Surface RT, I get the error code  0xc1010190, stating that it is unable to sync. In addition, when my billing cycle rolled over, all downloaded music became unable to play due to DRM, and I had to delete every track and redownload. The devices refuse to sync to the XBOX Music Cloud.

Windows Phone 8 (Nokia Lumia 920)

On the Windows Phone 8 device, I can stream music, but any music downloaded from XBOX Music Pass is not playable when it is downloaded; it throws a DRM error that it can't be played on the device.

 

What Have I Done?

So far, I've attempted the following:

  • Delete All Music and Re-download
  • Delete Music App and Reinstall
  • Check Sync Center
  • Close everything and reopen
  • Turn off XBOX Music Cloud services and turn back on.

 

I contacted XBOX Support, as well as Windows Phone support which offers only phone support despite it being a paid service, and many states require phone support legally for any paid service. In both cases, they blamed the other department and said they weren't trained to handle and would have to escalate since they couldn't figure out what the problem is. They told me the escalate time is twelve days.
