Yes. Most content will work that way. There might be a few things that can't be accessed by the other profiles.

Avatar items cannot be shared across gamertags, but most other DLC can be shared on the primary console.

Map Packs for games cannot usually be shared with profiles on the same console. Some people may find they are able to, this is a glitch in the system. Most popular instance is Call of Duty games. The system is not supposed to allow you to share map pack usage between accounts on the same console, but sometimes a glitch lets you.

@ccotto87: You are absolutely wrong on this. Each piece of DLC is licensed to the console and to the gamertag. The console license allows all gamertags on that console to play the DLC. The gamertag license allows the content to be played by that gamertag on any other console as long as it is signed into XBox Live and ownership can be verified. The one major exception to this is avatar content as this is only licensed to the gamertag and cannot be shared across multiple gamertags.

If you are having trouble accessing content from multiple gamertags on a single console, you have probably changed consoles (possibly gotten a repair) and need to perform a license migration (www.xbox.com/drm) in order to allow other gamertags to access the content or play DLC offline.

Actually, there are some map packs that don't allow access like that.

Very, very few map packs have that restriction. In fact, I'm only aware of anecdotal evidence of this so if you have any links to a publisher's announcement of this fact, I'd be interested to see them. (Not doubting you, but I'm genuinely curious about it)

It's definitely not as widespread of an issue as the previous poster made it out to be, but there isn't a list or anything that I can find that shows the content that can't be shared. The restriction could have been in place years ago and doesn't apply to anything released now.
