Bad connection in multiplayer?

I've got all the ports open for xbox live, NATs open and almost nothing using up the internet while I'm on xbox live. Yet for some reason my connection seems to be terrible. Usually 1 bar of connection no matter what game I go into. I've even reset my router, double checked the IP addresses of the console to make sure I got it right when opening the ports and still nothing...What could be causing it?

If you are wireless can you also state whether you are using the white or black external adapter or the Xbox 360S Internal adapter
