Changes to registry entry not saved on restart

Hope this is the right forum. I'm trying to change the DWORD (32-bit) value of StartMenuInit from 4 to 3, but a restart/relogin changes it back to 3. Is the fact that I'm running a Win7-64bit relevant?

To set ownership: You right-click the key, click Permissions, then Advanced, then Owner. Now set your own account as the owner.

To set permissions: You right-click the key, then click the first visible account, then tick or untick the various permission boxes. Do the same to the remaining accounts. If your own account is invisible, click Add.

To protect yourself against disastrous mistakes, create a System Restore point before hacking the registry.
