2017-06 Security Monthly Quality Rollup (KB4022719) installation fails

Since about last November, the security monthly roll-ups fail to install on my PC.

The update downloads; installation starts; when it looks about 60% complete, it stops with an error code 8024200D.

All other updates install without a problem. It's only the security roll-ups that have this issue.

There are several posts regarding this subject, none with a solution that works.

So let me challenge the forum:

What's causing this?  How can it be fixed?

For Windows Update problems the first thing to do (always) is to follow the directions in KB3200747 except I would skip Step 7 for now (and probably forever).

Then look at what error 8024200d means:

The update handler did not install the update because it needs to be downloaded again.

If the update will not install from Windows Update visit the Microsoft Update Catalog by clicking this link:

http://www.catalog.update.microsoft.com/home.aspx

Search for then download/install the the version of the update appropriate for your system:

I performed both of these fixes and neither worked unfortunately, downloading the update via Windows Catalog simply failed outside of the Windows Update manager.

Neither worked?

What does "neither worked" mean?

It just failed huh?

What does "outside of the Windows Update manager" mean?

No error message or anything - hmmm.  Very odd.

I have no idea what that might mean.

I think PA Bear is going to have to dig deeper.

Please answer each of the following [admittedly tedious] diagnostic questions in a correspondingly-numbered list in your very next reply, preferably without quoting my post:

1a. When (approx. date) did you purchase the computer?

1b. Who manufactured the computer (e.g., Toshiba; HP; Dell; Lenovo)?

1c. Have you ever done a Repair Install and/or a clean install of Windows 7?

1d. Has Win10 ever been installed on the system?

2. What is the full name of your installed anti-virus application or security suite and when (approx. date) does your current subscription expire? What anti-spyware applications (other than Defender) are installed? What third-party firewall (if any)?

3. Has a(nother) Norton application or a McAfee application EVER been installed on the computer since you bought it?

4. Have you ever run the Norton Removal Tool and/or the McAfee Consumer Products Removal Tool?

2. How long has the computer been connected to the internet without a valid anti-virus application installed [!!] since early 2016?

3. When (exact date) was KB4014504 installed according to Installed Updates (not Update History)?

4. What version of Flash Player plugin for Internet Explorer is installed?

5. Was IE11 installed on 03 January 2016 or 01 March 2016?

6. Is KB3203621 or KB3207752 listed in Installed Updates (not Update History) and if so, when (exact date) was the update installed?

1a.  Hated the GUI and some of my apps didn't run ;-)

1b.  Windows 7 Ultimate DVD

2.  Since Windows 7 clean install.  It's for development, connected to an Arduino running some sensors, so no e-mail etc.  Basically all I connect it to the Internet for is to keep Windows updated.

3. KB4014504 installed on 5/10/2017

4. There is no Flash Player installed, as far as I can tell.  There is no version info given when I copy the link to IE.

1. Does the computer-in-question belong to you or your employer?

2. Did the Windows 7 Ultimate DVD come with the Lenovo computer-in-question or...?

3a. Open IE11 (not Chrome) to this page: http://www.adobe.com/software/flash/about/

3b. What Version is displayed in the VERSION INFORMATION box on that page?

4. It would appear that updates for Windows 7 (which include updates for IE11 now) have been failing to install since at least 10 January 2017. That being said, if the computer's infrequently connected to the internet and since you don't seem to care that there isn't a valid anti-virus application installed, why do you care if some updates are missing?  [The fact that updates for .NET 3.5.1 are installing successfully - but not Windows - does not bode well.]

5. Is the computer connected to any local networks (i.e., other computers)?
