I have most of my logging enabled but Most of the logs are empty.
Operation and Services Logs have the icon of errors and warnings next to the name of the log but:
Hardware Events: Number of Events 0
Internet Explorer: Number of Events 0
Key Management Services: Number of Events 0
The only one logging there is indows Media Center. Microsoft -> Windows Logs are about 90% 0 events. I have logging enabled on mostly everything so how can I see them?

1. Have you made any changes to the computer prior to this issue?
2. Are you logged in as an administrator?
I would suggest you to try the following methods and check if it helps.
Method 1:
Run Microsoft Safety Scanner and check if it helps.

Method 2:
Run System File Checker (SFC) scan and check if it helps.
