age of empires III ERROR 1603 consult windows installer help (msi.chm) or MSDM for more information

i tried installing age of empire III on my windows 7 computer but i got an error before i even had to insert the keys ( ERROR 1603 consult windows installer help (msi.chm) or MSDM for more information). i tried getting into the files and run the setup.exe as administrator but it did not help. 

does anyone know why this happens and how to fix it?

AOE3 is fully compatible with Win7, and I had no issues installing,  but it may not be compatible with

your graphics accelerator if it's an older 'integrated' graphics chip.

(This should show a different sort of error message, but sometimes Windows spits out a seemingly unrelated error message.)

Try posting on the AOE3 forums below. There may be someone there who has had your issue with installing the game -
