Change background wallpaper to pictures for Windows 10

I need more information about this issue so that I can assist you better.

1. Do you get any error code or message while choosing the file folder?

This issue could have occurred due to incorrect settings of desktop background.

If you don't want one photo at one time in lock screen then I would suggest you to follow the below steps to fix issue.

1. Go to the start button then select settings then select Personalization.

2. Click on Lock Screen then Select Background then click on slide show.

3. Click on Add Folder.

No error code.  I went to Personalization, then lock screen, then choose slide show for the background.  I chose the pictures folder in my C drive which is a main folder with many subfolders.  It doesn't seem to save the changes.

With regard to the second part to my question - the screen saver.  It won't do this either - supposed to use the same pictures.  I see that those settings are saved (in the control panel), but it doesn't do it - the only place I see the pictures changing is the "photos" icon on the start menu.

My contact information is in my microsoft file - I would really appreciate it if you would email to my personal email, then I'll give you my phone number so you can walk me through this over the phone.   I've been trying to figure those out for hours and am extremely frustrated.  Why can't you upgrade without it changing all the personal settings!  

I am not very computer savvy, so I know they are on my C drive in "My Pictures" folder.  It is a main folder with many subfolders.  So, I think this is a network location.  I know it is not dropbox, googledrive but not sure about OneDrive. 

With Windows 8.1, my background/wallpaper shuffled through all those pictures every 10 seconds or so.  And, my screen saver would come on about 5 minutes of non-use and it would be the same pics from 
"My Pictures" folder shuffling but in a collage format fading in and out in various sizes.

Now, regarding the lockscreen.  Could something be running on the computer that does not allow the lock screen to activate?  When I try to set an individual picture for the lockscreen, as a test, I notice that it never comes on.

that answer would be good for a person who just wanted only wanted one photo on their background,   but I wanted to have a random photo change at a 10 interval and use more than one file..   but in windows 10 they took out that part of the background

Naw, it's still there.  The "they" you are referring to here is me, and I left it in deliberately.  Run exactly:

control /name Microsoft.Personalization /page pageWallpaper

from a Win+R (Run) prompt to get to the old interface if you really need it. :)

I have a background that I can get to change every minute or every 10 minutes.  I've done both.  To get it, I selected a couple hundred of my best photos and copied them to a single folder (I named it "Desktop Photos").  I put that folder on my desktop for easy reference, but I don't think that is a requirement). Click on the Windows icon in the lower left corner of your screen.  Click on Settings > Personalization > Background.  Choose "Slideshow". Select how often you want it to change.  I then chose "Fill" as my Fit option.

I have seen a forum mention somewhere that said you could only use a single folder with no nested folders, but I don't know if that is true or not.  I have a single folder and it works for me.
