There are a couple ways to do this. Per user or per computer:
[HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\Explorer]
"DisableSearchBoxSuggestions"=dword:00000001
[HKEY_CURRENT_USER\SOFTWARE\Policies\Microsoft\Windows\Explorer]
"DisableSearchBoxSuggestions"=dword:00000001
A restart or logoff is required afterwards.

But, your solution requires a Registry edit and for a few reasons we try to avoid doing that.
There is no 'setting' for this we can adjust?

Thought I'd pass along my experience, to save anyone else the trouble:
Tried to edit the Registry and followed along. However, at the end of the tree that you provided, for both user and computer, there is no "Explorer." This, in Windows 10 Pro Build 18362 and Build 19041.
It's pretty inexcusable Microsoft has provided no way to turn off the automatic Internet search in Windows 10 Search, when all we usually want is to quickly find a file on our PC - it worked so well in Windows 7.
I've deleted and rebuilt the Indexing with nearly 100K items indexed and Search results won't even bring up a file I can find in Documents myself. Win 10 seems preoccupied with searching the Internet for the same keyword and misses my file by that name.
