Is my account payment banned or do I need to pay for something?

I'm confused because I can't add prepaid codes, I can't use credit cards and I can't use paypal.

If you owe Microsoft money, it will say so there. But, what errors are you getting when you try to pay?

It doesn't say anything at billing.microsoft.com

When I try to redeem MSP: An error has occurred during the transaction. Please try again later.

When I try to add with a credit card: This action cannot be performed at this time. Please try again later. For more information, go to http://www.xbox.com/support.

When I try to add with paypal: We cannot complete your request now, please try again later.

I'd try buying the points here on xbox.com and see if that works.

You have quite a few MSP-only items in your history, when did it stop working? Just today? Has anything changed recently (moved, new card, new xbox. etc?)

Thats what I mean when I try on here with paypal and credit cards. It stopped working around a month ago I just didn't worry about it.

https://billing.microsoft.com indicates no money owed, so you don't have a billing suspension.

It doesn't work at Xbox.com either, so it isn't your console.

Prepaid cards don't work, so it isn't your payment options.

All I can say now is try calling support about the issue. I've been through every common issue besides region, and It doesn't sound like you moved between nations lately.
