Transferring licenses

I got to the final step of the license transfer process and I "found a glitch in the system". It's showing that my licenses are now assigned to the proper console on the computer, but there's nothing happening on my Xbox and when I click "Next" to finalize, I get the glitch screen with the following error code stuff:

If you transferred the licenses and it shows that the licenses are now on the correct console, the only other thing you need to do is redownload your content. You can do that from your download history - support.microsoft.com/.../962228
