Cannot talk in xbox live party chat.

So I was communication banned for two weeks last month, (even though I didnt have a mic, but whatever not the point), and I just purchased a Xbox One Stereo Headset and people cannot hear me in party chat. Apparently there is an issue were people who were even after the communication ban ran out, they still have the limitations of a communication ban. I can still hear people in party chat, but cannot speak at all. I can also send xbox live messages. I really do not know what to do, and its very annoying that I just spent $70 on a brand new headset, and cannot use it.
