XP mode in Windows 7 is a free download. It does not require an activation key nor installation media.
You can run XP in Windows 8 as a virtual OS but it is not the same as Windows 7's XP mode and it relies on you having purchased a valid and installable XP licence, i.e. you must have a valid product activation key and the installation media.

Of course you would rather use Vista. It's Windows 7 twin. Windows 7 is over hyped. Windows XP is a work horse. It's been around this long for a reason.
It's been around this long because Microsoft couldn't get its Longhorn project (Vista) out the door fast enough. The result was XP being the dominant platform for way too long (6 years between major Windows releases) and during the personal computing boom. Nothing more, nothing less.
XP is 13 years old. It is proven to be less secure then modern versions of Windows. If you'd rather switch to Linux, fine. Just get people off of XP. There's enough botnets in the world.

I hate XP these days.
Microsoft doesn't remake past operating systems. The closest thing that you would be asking for is a new operating system where the only thing that's the same as Windows XP is how it looks.

Part of me is a computer programmer, another part is project management and yet another part is Marketing and Finance.
Its all about ROI (Return On Investment) and with about 30% of Microsoft's Windows base still using Windows XP that's a lot of potential sales. Can't give the product away but I'll bet a lot of people would pay good money just to have a Second Edition available for purchase. Needs to 100% compatible with existing XP versions but behind the display changed to better support todays hardware.
