Based on the information, the Windows 8 computer after a restart is hung at black screen.

Let’s try the following steps and check if it helps.
Method 1:
Unplug all the external devices connected to your system (except the Keyboard and mouse) and check if it helps.
Method 2:
I would suggest you to perform system restore and check if you are able to boot to the computer. You can use the Windows 8 installation
DVD to perform system restores on the computer.
Perform System Restore from Advanced Options screen and then check if you are able to boot to the computer.
Follow the steps:
a) After you boot your computer using Windows DVD or System Repair Disc, a black screen appears with gray text "Press any key to
boot from CD or DVD". Press any key.
b) Select the correct time and Keyboard type.
c) Click Repair your computer in the lower left corner.
d) Select Troubleshoot from Choose an option screen.
e) Click Advanced options in Troubleshoot screen.
f) Select System Restore.
g) Follow the onscreen instructions to restore the computer to an earlier point before the issue occurred.
If “System restore” fails, then try performing an Automatic repair from the advanced boot options and check
if it helps.

Any data files that are infected may only be cleaned by deleting the file entirely, which means there is a potential for data loss.
