error 1935 installing lightroom 3.6 on Windows 7 PC

I am having a problem with Windows 7 and installing my Lightroom 3.6 on a my newer computer  and getting Error 1935. I just spent 2 hours chatting with Adobe. Below is the chat dialogue. It describess my prior efforts. I have removed the serial number of the Lightroom product. Adobe blames Microsoft for this installation problem.

BTW - I looked at the suggestions in other forums and it did not help either. I hope someone can help.

R Wagner: I have 13 different Visual C++ files. Which one and how do determine which version?

R Wagner: Both. I have 6 files for 2008 and 2 for 2010.
R Wagner: The others are 2005.

R Wagner: How do I do that. I am the only one who uses this computer.

Sanjay kumar: did you installed the latest version of .NET framework 3.5 SP1?
R Wagner: NO - My computer came with Framework 4 Client Profile - so I removed and reinstalled that. I also removed Framework 4 extended, but did not reinstall that one.

Sanjay kumar: the error 1935 is more related to the Microsoft and since we are unable to install the latest version of .NET Framework 4, please do contact Microsoft and they will help you to resolve this issue.

R Wagner: Is it possible to upgrade my Lightroom and avoid this problem?

Sanjay kumar: Yes , I truly understand your concern and for this issue you need to contact Microsoft to resolve the issue.
R Wagner: Why doesn't Adobe and Microsoft figure this out instead of me spending hours. I will likely give up and find another photo product other than Lightroom. I will not be able to recommend Adobe either - if your software will not run with Window 7 - really this is like the most popular OS in the world!!!!

Hi,

 

I would like to inform you that this error occurs when there is an issue with the file components, Windows Installer or .NET Framework.

 

Here’s what you can try:

 

If you are trying to install the program from a CD or DVD, then I request you to transfer all of its contents to the computer and check if you are able to install it. A damaged CD or DVD could cause this issue.

 

Method 1: Try installing Adobe Lightroom in Clean Boot and check if it installs correctly.

 

To help troubleshoot error messages and other issues, you can start Windows by using a minimal set of drivers and startup programs. This kind of startup is known as a "clean boot." A clean boot helps eliminate software conflictsHere is the link for your reference to perform clean boot.
