The application was unable to start correctly (0xc0000022). Click OK to close the application

I can run windows 7 in Safe mode but after looking found almost any program ran is met by this error:

The application was unable to start correctly (0xc0000022). Click OK to close the application name.exe/

which includes explorer.exe taskmgr.exe and then stops without displaying the desktop.

FYI ctl - alt del will allow a reboot.

Yes this was a CA issue - it detected shell32.dll as a virus - I found this error in the event log indicating the file was infected but all tools indicate it is good. Removed in Safe Mode and Installed a different AV.

Should have know as it just updated lately
